The Ministry of Information, Communications, and the Digital Economy has launched Kenya’s National Artificial Intelligence Strategy for 2025-2030. This strategy sets out Kenya’s plan to integrate AI into its economy and society through three main pillars and four supporting pillars.

The strategy adopts a comprehensive approach where main pillars form the core structural elements while supporting pillars provide the enabling environment necessary for success. The main pillars establish the foundational framework for AI development, while the supporting pillars strengthen this foundation by addressing critical cross-cutting issues. Together, these seven pillars create a cohesive ecosystem where physical infrastructure is complemented by human capacity, regulatory frameworks, and ethical standards. This integrated approach ensures that Kenya can leverage AI technologies effectively while addressing the technical, social, and economic challenges they present.

“The AI Strategy is designed to position Kenya not just as a participant, but as a pacesetter in the global AI landscape, with a particular focus on Africa,” –  John Tanui, principal secretary for ICT and Digital Economy.

Main Pillars of the National AI strategy

1. AI digital infrastructure

The strategy prioritises building strong digital infrastructure to support AI adoption. Kenya aims to enhance computing capabilities, extend broadband connectivity, and establish dedicated AI research and development centres. These steps will create an environment ready for AI solutions across various sectors, such as healthcare, agriculture, and finance.

2. Data and AI governance

Effective data and AI governance frameworks are critical to address ethical, legal, and societal issues around AI. Kenya will develop policies and regulations to safeguard data privacy and security. The strategy also includes setting clear standards for managing data and ensuring accountability in AI systems.

3. AI innovation and entrepreneurship

Encouraging innovation and entrepreneurship is key to Kenya’s economic growth through AI. The government will support startups and businesses developing AI products by offering funding, mentoring, and market access. Collaborations between academia, industry, and government will drive AI research and help bring new solutions to market faster.

Enabling Pillars of the National AI strategy

1. Skills development and capacity building

Kenya plans to enhance AI skills and competencies through education and training programmes. This will ensure the workforce is well-equipped to leverage AI effectively.

2. Research and development

Investment in research and development will stimulate innovation, helping Kenya become a leading hub for AI research in the region.

3. International collaboration

The strategy emphasises collaboration with international partners to exchange knowledge, share best practices, and attract investments in AI technologies.

4. Ethical AI

Promoting ethical standards and practices in AI development is crucial to building public trust and ensuring responsible AI usage.

Insights on the National AI strategy

Implementing Kenya’s National Artificial Intelligence Strategy is an ambitious undertaking and is a positive step toward position Kenya as an important AI stakeholder., the legal landscape will continue to evolve rapidly. Businesses should anticipate new regulations addressing algorithmic transparency, automated decision-making, and cross-border data flows. Early adopters who proactively develop robust compliance frameworks will gain competitive advantage while minimising legal exposure. We expect sector-specific regulations to emerge, particularly in financial services, healthcare and critical infrastructure. Companies should conduct regular AI impact assessments, establish clear governance structures, and document decision-making processes behind AI implementations.
